PNoy 1st 100 Days: Far from (Promised) Righteous Path

 

          “His one hundred days is not a practice run or dress rehearsal but a window to the direction of his six year reign.”

          This was the statement of Kilusan para sa Pambansang Demokrasya (KPD) Secretary General Chester Amparo in reaction to the President’s accomplishment report      for his first one hundred days.

          “What we saw is not the righteous path that he promised in his campaign” pointed out Amparo.

          According to KPD, the Aquino government has yet to come up with a comprehensive housing program as demolitions continue to dispossess thousands of families and leave them with no where to go.

The group added that he is able to allot funds to give conditional cash transfers to two million families but has yet to come up with a comprehensive anti-poverty program that would really uplift our kababayans from poverty such as providing steady and decent jobs.

          “And while he is willing to lengthen the number of years in school with the K-12 program, he has slashed the budget for state colleges and universities; he may have formed a Truth Commission but has yet to deliver justice for the anomalies committed by the past GMA regime,” said Amparo

          KPD pointed out that Pnoy has no firm commitment or marching orders in relation to human rights and human rights protection. For instance, less than one percent of the EJK cases have been resolved and these rights violation continue as torture, enforced disappearance and harassment still happen.   

          KPD added that Pnoy’s actions in relation to Hacienda Luisita and the labor row in PAL shows that he is more likely to side with big business rather than his humble bosses – the poor farmer and worker.  

 “We have yet to see Pnoy depart from the neoliberal economic agenda religiously followed by the former Arroyo regime where the role of private sector and foreign investment was emphasized while removing government subsidy and support for social services and local investments.” said Amparo.    

          “We urge Pinoys to pressure Pnoy to align his priorities along his promises to the people-his bosses rather than his commitments to big business or foreign investors, “ ended Amparo.

As USS George Washington Comes to Manila Again

 

KPD Says No Goodwill Visit Here, Just US Military Muscle Flexing

 

Manila---  “It’s no social visit , but  a deterrent to any and all US-perceived threats in the region such as China and North Korea.”

 

“It’s part of the US military strategy to ensure continued supremacy in the region. In fact, they’re trying to soft-sell the continued intrusive presence of the US military in sovereign countries like the Philippines.

 

According to Kilusan para sa Pambansang Demokrasya (KPD) Secretary-General Chester Amparo, a 100,000 ton nuclear-powered supercarrier like the USS George Washington do not make port calls for ‘family reunions’ for a third of its five thousand crew members or to soak up on local Filipino culture’.  

 

“They are not tourists but enlisted men, foreign military personnel allowed into the country courtesy of the unequal Visiting Forces Agreement,” pointed out Amparo.  

 

He added that the 1986 Constitution expressly states that the country is supposedly nuclear-free. Allowing these US nuke-powered battle ships entry into our seas is a clear violation of our Constitution.

 

According to KPD, no goodwill can be fostered if relations between the US and the Philippines continue to remain unequal and travesties of justice remain like the acquittal of Lance Corporal Daniel Smith in the Subic Rape Case or the suffering of victims of toxic wastes left by US troops when they closed down the US Bases in 1992.

 

By packaging this visit as a ‘goodwill visit’ the government is pathetically attempting to water down the international fiasco of the hostage crisis.

 

Amparo added that many cases of abuse and violation of national laws and human rights have already been documented by various groups stemming from the continued deployment of US troops in Mindanao.

 

It would be recalled that USS George Washington along with Carrier Air Wing 5 (CVW5) and guided missile-destroyers USS John S McCain (DDG56), USS McCampbell (DDG 85) arrived last Saturday for a four-day ‘goodwill visit.’

 

“ We would be better off if we move to end  their long-drawn out visit-cum-deployment in the country.As long as they remain, they mock our sovereignty and national patrimony as they remain ‘untouchables’ in our laws, “ ended Amparo. ####

Iran Should Abolish Death by Stoning

            KAISA KA joins the millions of voices in the whole world in condemning the death-by- stoning sentence given by an Iranian judge against Sakineh Mohammadi Ashtiani.  It calls on the Iranian government to abolish this kind of penalty as this is cruel, and, most often victimizes women.

Ashtiani, a 43 year-old mother of two, has been languishing in prison since 2005, was sentenced to 99 lashes for adultery in 2006 and was about to die by stoning until a worldwide outcry against the sentence forced the Iranian government to suspend the execution. According to reports, she endured another 99 lashes for the publication of a picture of a woman without veil mistaken for Ashtiani’s.

Clearly, for Iran, what Ashtiani has endured is not yet enough because she is a woman.

Despite her having been acquitted for the murder of her husband, later government statements justify the ruthless punishment for Ashtiani by saying that she participated in the plot to murder her husband.  While KAISA KA is not advocating death penalty, it has to point out its incongruity: the man who was convicted for the said murder did not receive a death sentence.

In male-dominated societies like Iran, women suffer disproportionately from this kind of punishment for adultery.  More women than men do not get higher education and are more likely to sign confessions to crimes they did not commit.  And factoring in other kinds of discrimination against women, they would be more vulnerable to unfair trials, to convictions.

While death by stoning is also meted out for other grave crimes, KAISA KA believes that this kind of punishment especially for adultery in Iran is a remnant of an archaic patriarchal culture that controlled women’s sexuality but condoned men’s philandering and even allowed men to have many wives and concubines. This should stop in a modern and humane society.

KAISA KA calls for the abolition of death-by-stoning.  We also call for the elimination of other forms of death penalty or flogging or imprisonment for those convicted of adultery.

Anti BNPP group questions Napocor move to go nuke

“The DOE (Department of Energy) and the National Power Corp. (Napocor) should be looking at resolving our power problems through renewable and sustainable sources rather than going nuclear which remains a problematic alternative.” 

This, according to the anti-Bataan Nuclear Power Plant (BNPP) coalition, Nuclear-Free Bataan Movement Network or NFBM-Net, following news that the Napocor is training a ‘small group of Filipinos for the possible use of nuclear energy. 

The group also criticized DOE Secretary Rene Almendras’ statement that the “current administration is serious in opening the BNPP” to remedy the worsening power crisis. 

According to NFBM.Net, the government should not even consider reopening the BNPP as it sits on Mt. Natib, a dormant volcano. The BNPP was built near a fault line, which violates the International Atomic Energy Agency protocols. 

The IAEA is the international agency that monitors and approves the operation of nuclear plants worldwide and is attached to the United Nations. 

The group chided the DOE for even considering nuclear energy as an alternative to the power crisis knowing that we will only be exchanging fossil-fuel dependency to importing uranium, the cost of which would be expected to skyrocket given the increased demand for nuclear energy. 

For example, the price of uranium from May 2005 increased by more than 400% from $26/lb to S138/lb by 2008. 

Monsignor Tony Dumaual, chairperson of NFBM Net, said nuclear energy has many disadvantages, such as how to dispose the waste from the nuclear reactors of a minimum of 30 tons of radioactive waste; the limited life span of plants as well as the huge cost of building, maintaining and decommissioning the plant once it has exceeded its life span.  

“Once the plant operates, citizens will be bombarded by radiation which has proven to cause cancer, brain damage, developmental defects and even death,” added Dumaual. 

Atty. Dante Ilaya said that even the DOE data cites that there are still many untapped sources for alternative energy such as solar, 1,200 MW of geothermal potential 7,400 MW of wind potential and hydropower. 

“We urge P.NOY not to be pressured by businesses eyeing the opening of the BNPP or the revival of the country’s nuclear program as a means to earn more profit, it would our people who will end up paying dearly for it,” Dumaual said.

Israeli commandos attack Gaza aid flotilla - 2 dead, 50 wounded

LlBERATION -- May 30, 2010At about 4:30 am, Israeli commandos dropped from Apache helicopters onto the deck of the Turkish ship and immediately opened fire on unarmed civilians.

It appears that all ships have now been boarded. Reports indicate that Israeli commandos boarded the Gaza aid flotilla in International waters - a violation of International law.

They will use silent inflatable boats to get to our boats and both try to board our boats directly from the inflatables and by dropping divers into the water to climb onto the boats,” so people were preparing for them to come up and over the sides of the ships.

Our SPOT locator has sent out several HELP messages at www.witnessgaza.com.

Lubna Marsawa, Free Gaza’s organizer on the Turkish passenger boat said in outrage, “Very few times in history has a flotilla delivering humanitarian goods been welcomed by military war ships.”

This is a call to the world from the people on the boats. “We are a civilian people doing what our governments have refused to do, challenge Israel’s right to collectively punish 1.5 million Palestinians in Gaza by blockading their right to their own sea. This flotilla is bringing construction and educational supplies the people of Gaza and are being met by Israeli warships.”

Analysis / After Monday's ocean bloodbath, Israel must work fast to prevent a third intifada

If rumors are confirmed that Islamist leader Raed Salah is among casualties of Israel's raid on a Gaza aid convoy, the countries Arab population could explode.


1. Measuring the damage – The exact casualty toll during Israel's interception of the aid convoy bound for Gaza is still unclear. Israel has yet to release official and detailed reports but it is known that several IDF commandos were wounded. Unofficial reports from outside Israel put the death toll at between 14 and 20, with dozens hurt. The nationalities of the casualties are not known. There is a strong possibility that Arab-Israel leaders, including Raed Salah, head of the Islamic Movement's northern branch. Is among them.



The damage that Israel has caused itself internationally can hardly be exaggerated. A previous crisis with Turkey that broke out earlier this year after Israel humiliated Ankara's ambassador now looks like small change in comparison.

Relations with Turkey had deteriorated even before then after Israel Operation Cast Lead in Gaza and the generally anti-Israeli stance taken by Turkey moderately Islamist government. The new crisis is likely to lead to a total break in ties.

The response from the European Union, whose citizens made up a large portion of the passenger list, is likely to be little better. Israel will present its case, show footage to prove that activists attacked its commandos with bars and knives – but that will have little effect on the end result. The world will judge the incident as an excessive use of force with no clear justification.

Monday's incident will also have consequences for the government's relationship with the Palestinians and with the country's own Arab minority. Hamas will try to fan the flames to divert the debate away from the trap into which it has led the citizens of the besieged Gaza Strip. It is not unlikely that there will be an escalation on Israel's Gaza border, as well as violent protest in the West Bank.

But the central story here will be Israel's Arabs. If Salah is indeed among the casualties, the result could be a wave of riots led by Islamic Movement activists. Targeted provocations by Islamists and left-wing activists have now taken on a strategic significance. Under certain circumstances, and if both sides fail to take steps to clam the situation, this could even end in a third intifada, or Palestinian uprising.

2. The commandos are not blame – There is no reason to level accusations at the troops themselves. A severely outnumbered commando being lowered at the end of a rope onto the deck of a ship from a helicopter, who finds himself attack with knives, has no option but to defend himself from what could be a lynch mob. If, Despite all the briefings prior to the operation on the use of proportionate force, it is a fair indication that he had no other course of action.

But this shouldn't eclipse the point that the operation as a whole was a complete failure. It failed to meet it declared goals – taking control of the convoy while minimizing the international fallout. There are a few elements that will need investigation: Preparations for the operation (it seems the IDF had not anticipated the level of resistance it encountered – would it not perhaps have been preferable to go in with a larger force, rather than relying on small teams drop from helicopters?); an the use of intelligence (what did the army know in advance about weapons – clubs, knives or guns – held by the activists? What was the level of visual coverage of the ship during the operation?)

In the next few days we will hear Israeli spokespeople bend over backwards to convince us that there was no other option, and that the other side was to blame. Anyone who attacks a soldier with a knife can hardly be surprised to meet with a violent response – but Israel needs to examine its actions. Don't fool yourselves," said one experienced army man ton Monday morning. When the spin dies down, will have to take a deep look at the way the IDF operates. You can be sure that this sort of incident will be handle very differently in the future.

A New School Year Means Another Year of Bearing With

Shortcomings of the Education Budget

 

By June 15, the Education Department expects 23.4 Billion students to troop to school. And so will 567,000 public school teachers across the country welcome our dear students to a new school year and to the same old problems brought on by the lack of budget for education.

 

Again, teachers will assume numerous roles above and beyond teaching their pupils such as all-around handyman repairing the facilities during Brigada Eskwela, janitor and property custodian, security guard, fee collector and even vendor to name a few.

 

In short, we bend backwards trying to make do with what little budget we have to give the gift of knowledge to our students. But this cannot change the fact that:

 

·         The government may have ‘saved’ 9.3 Billion from Brigada Eskwela but shortage of adequate school facilities such as classrooms, chairs and tables remain.

 

·         Also, by declaring that no student will be turned away, we expect our present 70-80 student classrooms to get even bigger.

 

·         Books and education materials are sorely lacking especially in so-called priority subjects like Math and Science.

 

·         And despite Ondoy and Pepeng, the Education Department has yet to institutionalize disaster-preparedness or even stress-debriefing among public school teachers and pupils who were traumatized by the flooding.

 

The only solution is to earmark more money for education.

 

More money for education would mean more teachers could be hired, more classrooms could be built; more chairs, tables and books could be purchased along with upgrading arcane equipment.

 

More money for education can also address the issue of giving much-needed pay increases instituted by the Salary Standardization Law 3 which promises a Php 6,500.00 increase in teachers’ wages given in four tranches. Since last year, teachers have received only two thousand and little else.

 

We appeal to the incoming administration to lend an ear to our plight and put a premium in funding education for the country’s future. ####

Ang Pampulitikang Sitwasyon at ang Eleksyong 2010

I.               Pagsusuri sa Kasalukuyang Pampulitikang Sitwasyon  

          Sa Hanay ng mga Elitista at Reaksyunaryo

 

          Ang hugis ng pulitika sa kasalukuyan ay pangunahing nagpapakita sa pag-aabala ng lahat ng pulitiko at mga partidong elektoral para sa eleksyong 2010. Tukoy na kung sino ang magsisipaglabanan sa pagkapresidente, bise presidente at sa iba pang pusisyon kapwa sa pambansa at lokal na antas.

 

          Hindi nabuo ang kaisahan ng reaksyunaryong oposisyon gayundin ng naghaharing koalisyon para sa paghirang ng kandidato sa pagkapresidente.  Kahit naging malakas ang panawagan ng pagtakbo ni Noynoy, at maging matapos itong magpasyang tatakbo,  hindi nito naimpluwensyahan ang mga pangunahing personahe sa ibang paksyon ng oposisyon na bawiin ang kandidatura.  Tuloy ang pagtakbo nina Erap, Villar at Bro. Eddie.   Hindi rin napuspos ang pagsasanib ng Lakas-CMD at KAMPI.  Maraming hindi pabor sa pagpili kay Gibo Teodoro bilang standard bearer ng administrasyon. Naglipatan ang maraming mga personahe at pwersa nito sa bakod ng LP at NP sa pagtayang dehado ang kandidato ng administrasyon kay Noynoy at Villar. 

 

          Ang maniobra ng kampo ni GMA ay naging lantaran sa panibagong pagtatangka na ilusot ang chacha. Si GMA ay tatakbo bilang kongresista sa Pampanga.  Samantala, inihahabol ng kanyang mga alipures sa Kongreso, sa pangunguna ni Rep. Prospero Nograles ang pag-apruba sa chacha.  Ang bagong panukalang HB 6975 ay naglalayong buuin ang Concon bilang paraan ng pag-aamyenda sa Konstitusyon.  Ang paghahalal sa mga delegado ay isasabay sa eleksyon ng barangay sa Oktubre 25, 2010 at ang pormal naman na pagsisimula ng sesyon ng 303 halal na delegado ng Concon ay sa unang lunes ng Nobyembre 2010.  Mahigpit na suportado ni GMA ang panukalang ito at sa katunayan ay inilagay ito bilang isa sa mga priority bills ng Kongreso.  Nasa second reading na ito sa mababang kapulungan at tinatayang maipapasa bago ang pagsasara ng 14th Congress sa Pebrero 5.  Nakakasa na rin ang patawag na special session ng Kongreso at Senado para sa pag-aapruba sa mga maiiwang priority bills ng administrasyon kapag nagtapos na ang sesyon.

 

          Ngayon palang ay nangangampanya na si GMA, hindi lang para sa pagka-kongresista ng kanyang lalawigan, kundi para sa pagtitiyak ng kanyang pwesto bilang punong ministro kapag natuloy ang pagpapalit ng porma ng gubyerno (na matagal nang kaisahan ng mga elitista sa chacha).  

 

          Samantala, bagamat makipot, nananatiling posibilidad ang pakanang no proc, no win o failure of elections.  Anumang banta o pakana dito ay pangunahing sa rehimeng GMA magmumula.  Habang papainit ang sitwasyon, mula sa pagsisimula  ng kampanyahan hanggang sa takdang araw ng eleksyon sa Mayo 10, dapat na maging alerto pa rin sa posibleng pihit ng sitwasyon, laluna kung magaganap ang matinding karahasan at dayaan.

 

          Sa antas pambansa hanggang lokal, ang nangingibabaw pa din ay ang makitid na pananaw at linya ng paglalabanan ng mga personalidad at karakter. Nakamarka pa rin ang pulitika ng mga patron (patronage politics) na siyang katangian ng reaksyunaryong pulitika sa Pilipinas.  Ang ganitong manipestasyon ng tradisyunal na pulitika ng mga patron (patronage politics) ay malakas na dinadala ng karamihan sa mga nagnanais na kumandidato sa iba’t ibang antas kung saan ang nangingibabaw ay ang mga personal na interes, personal na ugnayan at katapatan ang nagpapasya ang hindi ang interes ng partido at lalong hindi ang interes ng malawak na masa ng mamamayan.

    

          Sa Hanay ng Mamamayan

 

          Tumatagos na din sa hanay ng mamamayan sa lahat ng sektor ng lipunan ang mga pagkilos at kaabalahan kaugnay ng eleksyon 2010.

 

          Mayroong partikular na kabuluhan ang eleksyong 2010 sa punto na nagdudulot ito ng pagkakataon na muling buhayin sa hanay ng mamamayan ang pag-asa ng pagbabago.  Ang hangarin sa pagbabago na pangunahing itinataguyod ng pulitikalisadong seksyon, laluna ng peti-burgesya (middle class), ay lampas sa simpleng pagpapalit ng tao at labanan ng mga personalidad.

 

          Ang ganitong pag-asa ay sumibol sa pagkamatay ni Cory Aquino. Ang paglalamay at, laluna, ang paglilibing sa kanya ay naging okasyon sa pagpapamalas ng mamamayan ng pagkamuhi at protesta sa rehimeng GMA. Si Cory ay ginawang simbolo ng galit at paglaban ng mamamayan sa rehimen.

 

          Nag-aanyo ito ngayon sa nauna nang kampanya na itinutulak ng dalawang pinakamalaking radio-tv media network at ng Simbahan para sa malinis at matapat na eleksyon at responsableng pagboto. 

 

          Makabuluhang maituturing din ang nadedebelop na kilusan ng mga First Time Voters o mga kabataang bagong botante. Gayung makitid sa mga panawagang “bantay boto” at “malinis at tapat na eleksyon”, positibo na itong panimula ng kanilang pagsangkot sa mga usaping lampas sa campus para tumungo sa pagkakaroon ng kamalayang panlipunan at pampulitika.

 

          Maliit at mahina pa ang pwersang nagdadala ng bagong pulitika na nakasalalay sa malawak na masa ng mamamayan at sa pagtataguyod ng kanilang interes. Pero ang lumalakas na clamor para sa pagbabago na lampas sa pagpapalit ng personahe na pangunahing dala ng panggitnang uri at may malakas na batak sa kabataan ay matutuntungan para sa pagpupukaw para sa bagong pulitikang nakatuntong sa tunay na interes ng malawak na masa at nakasalalalay sa lakas nito.

 

 

II.          Ang Ating Pakikitungo at Tungkulin

 

Mainit na usapin na ngayon ang eleksyon at nararapat lamang na mapakitunguhan natin ito.  Gayunpaman,  mahalaga na makita at maipwesto ito sa mas malaking sitwasyong pambansa na nagaganap, laluna sa gitna ng patuloy na krisis pang-ekonomya.

 

          Mula dito,  ang ating pangkalahatang mga tungkulin at kampanyang masa ay nakapatungkol sa pagharap sa buong sitwasyon at partikular sa gaganaping eleksyon 2010 at mga magiging kaganapan kaugnay nito.

 

          Idinidiin natin sa ating mga tungkulin ang sumusunod:

 

1)    Ang pangkahalatang pakikitungo ay ang pagtutulak sa mga batayang isyu ng mamamayan (sektoral, lokal, mga isyung pulitikal at pang-ekonomiya) sa gitna ng malakas na agos ng eleksyon.  

 

Ø  Bubuuin at itatambol natin ang isang people’s agendana naglalaman ng ating mga pangunahing isyu’t usapin at nagtataguyod sa ating mga pangunahing panawagan tulad ng demand ng mga manggagawa at mga guro para sa kanilang sahod, benepisyo at karapatan; ng mga magsasaka at mangingisda para sa makatarungang presyo ng kanilang produkto, pagpapababa sa gastos sa produksyon, karapatan sa pagbubungkal ng lupa at iba pa; mga isyu ng kababaihan laban sa double standard, karahasang sekswal, iba pa; pagpapabasura sa mga makadayuhan at anti-mamamayang tratado, kasunduan, mga batas at patakaran gaya ng VFA/MLSA/MDT, JPEPA, Human Security Act, atbp;

 

Ø  Sa paghahapag natin ng ating pagsusuri, pagsikapan natin na maipakita sa mamamayan na hindi sa pamamagitan ng eleksyon at ireresulta nito makakamit ang pagresolba sa ating mga suliranin gaya ng pinatunayan na ng maraming nagdaang eleksyon.  Ipaunawa natin sa kanila na ang higit na mahalaga ay ang nagsasariling pagkilos ng mamamayan para sa kalutasan ng mga suliranin ng bayan at ang progresibong alternatiba sa kasalukuyang bangkaroteng reaksyunaryong sistema; 

 

Ø  Partikular sa mga kandidato, hahamunin natin ang kanilang tindig sa mga isyu at karaingan ng mamamayan. Itutulak natin ang mga kandidato sa iba’t ibang antas na magkaroon ng malilinaw na tindig at pagkampanya sa mga nabanggit na mga tampok na isyu ng mamamayan. Ang mga tindig nila sa usaping ito ang magiging sukatan ng pagtangkilik o pagbabasura sa kanila ng mamamayan;

 

2)    Habang itinatambol ng ating mga organisasyon ang mga isyu ng mamamayan sa pamamagitan ng malaganap na mga porum, cultural activities, media events, atbp., nilalayon din nating itayo ang isang makinaryang magpapalaganap ng partikular na anti-trapo at anti-elitistang linya sa eleksyon at ng ‘bagong pulitika’ na nagtataguyod sa mga aspirasyon ng mamamayan.  Maaari itong tawaging ‘kilusan para sa pagbabago’ o ‘kilusan para sa bagong pulitika’.

 

               Ang ’Kilusan para sa Pagbabago’

 

                    Mahalagang mabuo ang isang ‘kilusan para sa pagbabago’ na nakatuntong sa pagtataguyod ng tunay na interes ng masa at nakasalalay sa tunay na lakas nito bilang malakas na kontra-agos ng ‘tradisyunal na pulitika ng patron at angkan’ na nakapokus sa mga personaheng kandidato sa darating na eleksyong 2010.

 

                    Ang kilusang ito ay naglalayon na maging sentro ng eleksyon ang tunay na isyu ng mamamayan at bumuo ng malakas na constituents na nagtatakwil sa tradisyunal na eleksyong nakabatay sa mga patron at angkan na katangian ng eleksyon sa Pilipinas at sa darating na eleksyong 2010.  Ang adyenda ng malawak na masa ang  magiging electoral platform at magiging parametro sa pamimili ng kandidado.

 

                    Ang kilusang ito ay hindi lamang magbubuo ng people’s agenda na gagawing electoral platform at parametro sa pagpili ng mga kandidado at magpupukaw  at mage-educate sa mga botante kundi magbabantay din sa proseso ng eleksyon hanggang sa mga presinto sa aktwal na botohan at gagawa ng mga kaukulang hakbang sa anumang anumalya at dayaan na lilitaw sa proseso. At higit sa lahat gagawin nitong komplimentaryong aspeto ang mga pakikibakang isinusulong ng masa para palakasin ang kilusan sa pagbabago.

 

                    Ang ‘kilusan sa pagbabago’ na nais nating simulan ay naglalayong matipon ang lahat ng naunang pagsisikap na tulad ng ginagawa ng dalawang mayor na television networks, mga traditional o church formations na nakasentro sa pangangalaga ng sanctity of votes at mga bagong sumulpot at susulpot na pagsisikap na kaugnay nito tulad ng edukasyon para sa mga bagong botante at iba pa. Kasama rito ang kilusan ng mamamayan na nagsusulong ng pakikibaka para itaguyod ang isyu ng mga sektor at seksyon ng mamamayan tulad ng mga manggagawa, magsasaka, mangingisda, guro, estudyante at iba pa.

 

Mga Patakaran Hinggil sa Pakikitungo sa Eleksyon:

 

1) Kaugnay ng Endorsement at Support

 

Ø  Ang ating mga pampulitikang organisasyon ay hindi natin ginagamit na makinarya sa eleksyon. Batay rito, ang pag-endorso at pangangampanya sa mga kandidato at partylist sa kabuuan, kung mayroon mang mapagpapasyahan, ay hindi magiging tuwiran. 

 

Ø  Sa pambansang antas ay malinaw na ‘no formal endorsement’ ang patakaran ng KPD ngunit magbubukas tayo hanggang ‘open support’ pero walang aktibong pangangampanya bilang organisasyon sa antas lokal sa mga kandidatong pwersa, kaibigan o kaalyado (independent man o kahit naka-tie up sa traditional political parties); 

 

Ø  Bentahe sa mamamayan kung may mananalo sa lokal na pamahalaan, konggresista at/o senador na maka-mamamayan, progresibo at makabayang kandidato bukod pa sa mga party list na progresibo. Makapagtutulak sila ng makabuluhang pagbabago sa anyo ng mga progresibong lehislatura at mga ordinansa at makasusuporta sa mga balakin at aktibidadng mamamayan. Kaya kapag may napagpasyahang itaguyod at suportahang kandidato, minamabuti natin na pansamantalang mag-deploy ng mga organisador/operator para sa kampanya (hindi mga high profile KPD leaders and members) at konkretong magbigay ng suporta sa mga hiwalay na makinaryang itinayo para sa kanilang kampanya. 

 

2)    Kaugnay ng Ilang Susuportahang Kandidato

 

Ø  Ang pambansang sentro ang may tungkuling mag-evaluate at magpasya kung may susuportahang kandidato sa pambansang antas--- senador at konggresista. (Ang nakabababang kapulungan o konggreso ay isang pambansang mekanismo/sangay ng estado kahit pa ang paraan ng pagpili at paghahalal ay nasa antas ng distrito);

 

Ø  Rehiyunal at mga lokal na sentro ang may tungkuling mag-evaluate at magpasya kung may susuportahang kandidato sa lokal na antas ngunit kailangang maisumite sa pambansang sentro kung sinu-sino, ang mga batayan ng kapasyahan ng pagsuporta sa kanila at prosesong pang-organisasyong dinaanan bago umabot sa pagpapasya;

 

Ø  Susuportahan ang kandidato matapos mapatunayang konsistent na maka-mamamayan at progresibo batay sa ebalwasyong ginawa ng antas ng organisasyong pinaghapagan;

 

Ø  Nirepaso at may pagsang-ayon ang kagyat na nakatataas na antas ng organisasyong pinaghapagan.

 

3)   Kaugnay ng Partylist Groups

 

Ø  magkakaroon tayo ng shortlistng mga partylist groups na maaaring suportahan;

 

Ø  ang shortlist  ay nakabatay sa kung sinumang partylist ang nagdadala ng isang plataporma na pinakamalapit sa ating mga pinaninindigan at yaong mayroon tayong aktwal na pampulitikang relasyon sa kasalukuyan;

 

Ø  kapag napinal na ang shortlist,  ikakampanya natin sa kasapian ang pagsuporta sa  mga napiling partylist groups;  ang iskema ay paghahati sa bilang ng kabuuang pwersang buboto para sa pantay-pantay na boto sa bawat partylist group na susuportahan (maaaring sektoral ang hatian).

 

 

Ilan pang partikular na taktika kaugnay ng ilang susuportahang kandidato (lalo sa lokal na antas kung saan mas nagiging posible ito:

 

  1. Magbubuo ng pansamantalang organisasyon para maging makinarya sa kampanya ng ilang kandidatong susuportahan sa Senado, samantalang depende sa pagtataya sa lokalidad kung kakailanganin pa ang hiwalay na makinarya para naman sa mga susuportahan sa lokalidad. Ang makinaryang itatayo ay magsisikap na makakabig ng mga boluntir mula sa panggitnang pwersa,  estudyante  at iba pa na hindi kabilang sa ating mga sentral na organisasyon at alyansa pero komited sa kandidatura ng ating sinusuportahang kandidato. Ang mga komited sa mga ito ang aasahan nating mag-high profile sa kampanya;
 

  1. Ang organisasyong ito ay maaaring magkaanyo bilang fans club o ipangalan sa pinakamahigpit na advocacy ng kandidatong susuportahan gaya ng naging karanasan natin ng pagsuporta dati kay Bobby Tanada (para sa Senado) sa binuong TAPAT (Tanada Para sa Tao). Nasa ubod ng mga electoral campaign machinery na ito ang mga idineploy na organisador/operator at mga aktibista na siyang magsisilbing steering committee at political guide ng pansamantalang organisasyong ito;
 

  1. Ang mga organisasyong ito ay gagana ng hiwalay at nagsasarili sa mga sentral na organisasyon natin gayundin sa pangunahing campaign machinery ng kandidatong sinusuportahan. Ang ganitong kaayusan ang magtitiyak na madadala nang maluwag ang ating linyang anti-trapo at anti-elitista  nang hindi natin matataboy o mapapaso ang konserbatibong tagasuporta ng sinusuportahan nating kandidato. Kailangan ng sinusuportahan nating kandidato ang rekurso, clout, pinansya ng mga konserbatibo nitong tagasuporta at makinaryang trapo para mapataas tsansa nitong manalo. 
 

  1. Hindi natin dadalhin ang mga ‘platforms’ (na syempre’y naglalaman ng mga motherhood statement) ng pangunahing electoral machinery nila. Sa halip, maglalabas tayo ng sariling campaign materials kung saan ilalatag ang ating sariling mga batayan sa pagsuporta sa kandidatong napiling. Ang mga materyales na ito ay tatalunton sa anti-trapo, anti-elitista at para sa ‘bagong pulitika’ na linya natin sa eleksyon at ng ating pananaw sa pulitika.
 

  1. Tayo ang magtatago at mamamahala ng lahat ng makukulektang kontribusyon para sa kampanya sa halip na ibigay sa kanilang mga pangunahing makinarya sa kampanya. Pero titiyakin natin na naipapaabot sa kanyang campaign managers ang lahat ng mga donasyon at gastusin upang maiwasan na mapagsuspetsahan tayong ginagamit ang anumang perang napalitaw para sa sarili nating organisasyon at layunin. Marapat lamang na malaman ng kanyang campaign managers ang ating mga ginagawa para sa kandidatong sinusuportahan.  #####

On the International Women’s Day:

Grassroots Women Demand “Bread and Roses”

Grassroots women leaders converged in Baguio City on March 8, 2010 in celebration of the International Women’s Day to commemorate the more than one hundred years of heroic struggles of women. They are vendors and students of Baguio, grassroots women leaders from the farming villages of Tublay and poor fishing villages of Sto.Tomas, La Union.

 

          The group marched from Caltex, PNR to Session Road and other major streets of Baguio and ends in People’s Park for a cultural program.  The highlight of the activity was the symbolic rose-giving to women.

 

The theme of the celebration wass “Bread and Roses” or Kabiagan ken Dayaw.  This was inspired by the memories of the 1912 two-week long “Bread and Roses Strike” of textile mills women workers in Lawrence (Massachusetts) New England (USA).  The strike resulted in the arrests and death of women workers but won in their demand for wage increase and better working conditions.  Since then, the strike had become the rallying symbol of the women’s movement.  

 

The Bread and Roses Strike was a continuation of the militant struggles of women that started in the second half of the 1800s for significant demands like the right to vote, increase in wages, shortening the number of working hours from 12 to 8, safety in the work place and many others.  Collectively, they also engaged and pursued other social and political issues – protests for peace and against war, equal rights and opportunities for women in governance and voice in politics.

 

The spirit of Bread and Roses Strike is alive in our grassroots women as they pursue very basic demands – the right to their fishing grounds, right to till their lands, right to their produce and against agricultural importation, right to health and education, right to housing, and right to jobs.
